| All ninja must follow the following rules while making their jutsu. These are designed to be as fair as possible, and may only be exceptionalized by an admin.
- Jutsus must be carefully placed in the appropriate rank.
- Academy Student may only have E-rank jutsus, and one D-rank jutsu. They may only have a total of five jutsu.
- Genin may only have D-rank jutsus or less, one C-rank jutsu, and one B-rank. They may only have a total of ten jutsu.
- Chuunin may only have C-rank jutsus or less, two B-rank, and one A-rank. After their default ten genin jutsu, they may add five more jutsu to their jutsu list without training. The rest of the jutsu must be trained, unlike the genin ranks. The total number of jutsu a chuunin may have is thirty.
- Jonin may only have B-rank jutsus or less, three A-rank, and one S-rank. After their default 15 jutsu from genin and chuunin, jonin may have 5 more jutsu added to their jutus list without training. The rest must be trained. The total number of jutsu a jonin may have is thirty.
- Special jonin have the same jutsu limits as jonin. Except, their total number of jutsu is maximized at fifty.
- Kage and Sannin may only have A-rank jutsus or less, and five S-rank jutsu. Apart from the 20 default jutsu they get from jonin, they may add ten more jutsu to their jutsu list without training. The rest must be trained. The total number of jutsu a Kage/Sannin may have is sixty.
- All jutsus that kill your opponent, must be ranked as "finisher". You may only use these "finisher" jutsus once your opponent agrees that he/she is finished.
- Jutsus gained from your bloodline or clan do not follow the original jutsu limits.
- When you want to make a custom jutsu, it must be approved by two admins, or two mods and one admin, before you may use it.
- A jutsu may be a mix of two elements. But you must keep in mind of the extremely high chakra loss involved in mixing two elements.
- Usually, the stronger a jutsu is, the more hand-seals it has.
